No. Do not list a certification you do not hold. If you are studying for it, "PMP candidate" or "pursuing PMP" is the honest phrasing, and screening software distinguishes the two when a posting requires an active credential.
Match the posting. This occupation's federal task data centers on planning, scheduling, budget, and stakeholder coordination rather than any one methodology, so treat Agile, Scrum, and Waterfall as job-specific vocabulary to mirror, not a fixed hierarchy.
Lead with the ones in the job ad, then add one or two more that show range. A long unfiltered tool list reads the same way in this field as it does everywhere else: as padding.
